I'm super-slowpoking on this, but there were critical rates for each species of Pokemon (which only changed with evolution), it's just that they were based entirely on that species base speed.

So even if you EV-trained your Slowpoke's speed enormously, it's critical hit rate was still the lowest.

Trozei is fun for being Bejeweled: Pokemon version. But the boss battles are bullshit.
