I thought it always was. Of course kids don't inherit devil fruits from their parents, PEOPLE WOULD NOTICE THAT. It should have been obvious from the beginning simply because Devil Fruits never repeat themselves (you can only have one of anything at a time.) If kids inherited it, it's break that rule constantly (and break the whole "you only get powers from these fruits" bit.)
