Fleshing out my earlier post a little more, tell me if this sounds too nuts.
I.. I think the OP world is actually Earth.
The people developed an insanely advanced civilization, where things like antigravity became so common that people made flying islands and the like just for the hell of it.
The Devil fruits were the result of a technique to make genetic engeneering so simple that people could completely rewrite their dna just by eating a fruit.
Then the invasion happened. Humanoids from another world attacked, and in the ensuing battle, civilization was completely wiped out. The radiation thrown into the atmosphere by the weapons used caused crazy mutations in the animals over the centuries of the lost era, and the last act of the human civiliization was to record their history on indestructable tablets, along with the directions for creating weapons to defend the world in case of the invaders return.
Unfortunately, when they do return, human civilization has deteriorated to the point that no conquest is even needed. They just set up shop as the world government, and ban anyone from researching the information on the tablets.
My guess? When the Strawhats finally defeat/overthrow the world government, that's when the men in charge will reveal their true forms.

I don't consider it random. Consider it like this:
Beating up Arlong got him, IIRC, an "unprecedented" starting bounty. (30 mil)
Beating up a single (treacherous) Shichibukai got that bounty more than tripled (100 mil)
Saving Robin and beating Rob Lucci got that bounty tripled AGAIN (300 mil)
Since that time, he's 1) beaten ANOTHER Shichibukai 2) Broke a Tenryuubito's face 3) Led the first mass breakout in Impel Down's history 4) Been revealed as the Son of Dragon and 5) Generally made a nuisance of himself in the war, and freed Ace in the process (not that it accomplished much).

And ALL THAT is only worth another 100 mil? Considering they've tripled his bounty over less? I don't think a bounty of 600 mil is really THAT egregious, given the circumstances.

And just for the sake of comparison, Oda has said that if Enel lived on the Grand Line, he could have a bounty as high a 500 mil. Now, I ask you, do you consider Enel as more of a threat to the world governement than Luffy?

Where I think everyone will end up in the end:

Luffy: Has a son, whom he passes the hat to and raises as he believes Roger would raise Ace.

Zoro: Travels the world taking all challengers for the greatest swordsman title, ultimately losing it to a badassed-up Tashigi (not my theory, but I heard it somewhere else and agree with it).

Nami: Hilariously rich surveyor and architect, her latest project being an amusement park for Fishman Island.

Usopp: Ends up a captain himself, with a crew of giants. They travel as wandering do-gooders.

Chopper: Takes over Dr. Kureha's practice after she retires, brewing miraculous cures from a certain Raftel-native mushroom (the idea that the miracle cure would be a mushroom is also a theory I heard somewhere else).

Sanji: Moves Baratie to All Blue, and eventually succeeds Zeff as head chef.

Robin: Reopens the library on Ohara and probably ends up in a high position in the new government.

Franky: Moves back to the now-mobile Water Seven, where he lives aboard Sunny for the rest of his days.

Brook: Retires to Twin Capes. The others gather there often for grog and stories.

Aokiji: Fleet Admiral in the new government.

Smoker: Admiral in the new government.

Koby: Makes it to Vice Admiral and in fact commands the unit Garp used to. Helmeppo is his number two.

Buggy, Alvida, Galdino: Miss One Piece by a very large margin, but end up scoring the fifth-greatest treasure in the world and end up hilarious rich douchebags.

Garp, Sengoku: Sunbathing and golfing somewhere.

Croc: Ends up having to beg his former underlings for a job at the Spiders Cafe.

Boa: Back to running Amazon Lily, I'd imagine.

Jinbe: Succeeds Whitebeard as the "you mess with Fishman Island, you mess with me" guy.

Blackbeard: Probably left humiliated in a dinghy somewhere.

The World Government: Comes a-tumbling down after whatever they did to the Ancient Kingdom (presumably something that'll make us vomit) becomes public knowledge; Council of Kings takes over what's left (again, a not-my theory I agree with).

We're hours from finding out the official coloring of the Blackbeard Pirates! We haven't gotten such a big introduction to major new characters in a while.
So, just for fun, let's see who gets the closest guess to what we see in the anime. Here are my guesses.

SanJuan Wolf -- Dark orange skin tone, maybe a dark tan. I've always seen his hair as being orange, dunno why.
Vasco Shot -- Very dark green, or gray skin.
Catarina Devon -- Skin color somewhere in between Shiliew and Blackbeard. Big nasty red lips, though that's obvious.
Avalo Pizarro -- Blond hair with matching blond stash. The furs on his body yellow or orange.

Truce called between the Strawhats and Vander Decken and/or Hodi Jones.

Decken tosses the Strawhats up to Mariejoa to get her back.

If he joins it seems pretty obvious to me that Jinbe will be the helmsman. There doesn't seem to be a designated helmsman on the crew, Jinbe immediately started steering the getaway battleship without hesitation, and it's the only confirmed job that the Blackbeard pirates have filled that the straw hats have not.
I mean, it's not as if this is 100% official, but at the same time I also remember that people are not convinced until they get their own "The nth" chapter. Hell, people argued against Brook even after he revealed his dream, had a flashback, filled a crew position, had already been asked to join(!), and even accepted once(!!). I think if you don't want Jinbe to join, at this point the best you can hope for is a Vivi twist.

By the way, I distinctly remember some sort of board game or the such some years ago that had Franky as a crew member sometime around Enies Lobby, so this definitely isn't the first time something like this has happened. He was also on a colorspread called Straw hat Pirates vs CP9 which I'm pretty sure was when they were all still on the sea train, so it's not as if Oda himself is above inappropriate spoilers like these.

Think about it. A new character would have no connection to the ordeals the rest of the Strawhats had gone through up to this point, and as a result we'd have less reason to accept them because it'd feel tacked-on, added after the fact. Oda is damn good at making the story flow naturally anyway, but without a prior connection to the Strawhats and ESPECIALLY the Whitebeard War, it'd feel stupid.

Jinbei fits the bill--he's got a deep connection to Luffy because Ace asked him with his dying breaths to protect the guy, he's already pulled a wild stunt with them in the form of accompanying Luffy to ring the Ox Bell, and thanks to the fact that he was a hardass already it doesn't feel like an asspull to have him join the crew and be on the same level after the Two Year Powerup. He's also got what looks to be shaping up to be a longstanding dream. Jinbei is Grade-A Strawhat material.

Starving to death out at sea is pretty fucking brutal. And on top of the hunger he was out there for over a week on end isolated to his side of a rock doing nothing but staring out at the sea hoping a ship will pass by. With nothing to distract his mind from the hunger or the terror of knowing that he was going to die a slow death if no one find him, that must have been hell. And one ship, possibly more, DID pass by, but they didn't see the poor bastards stranded on a rock. I've always heard people say it was the Gurusei or Kong who ordered Moriah dead -- but it was THIS person! WHO IS THIS PERSON?! It's driving me insane.
My personal opinion is that we're looking at our next Fleet Admiral right here. No, it's not gonna be Akainu. No, it's not gonna be Aokiji. The reason being Oda isn't gonna break up their whole Momotaro legend, matching names/looks deal. They're a solid package and need to stay at the helm of things. I also think the Marines will need a new, more evil person directing things since the whole WG/Marines need to take a more antagonistic angle to follow their developing dark backstory.
I know only an Admiral could move up to the post of Fleet Admira, but a lot could have happened in two years. Mingo also says he/she's got a lot of power (God, I hope it's a she).

Well, from their interaction with Robin you can tell a lot. I think they will be the oh so glorious. I mean, why not? Why wouldn't they? Basically every other faction is made up of assholes in the One Piece world.

There's also the fact that Dragon seems to genuinely care for Luffy. Ivankov went through all that trouble to protect him for his father. He also hid Luffy's identity from basically everyone, even his closest friends didn't know Luffy existed.

Just like the cataclysmic events of the first half was Whitebeard vs. Marines building up into one final showdown, this second New World half will basically shape up to be Revolutionaries vs. World Government. I think they'll cross paths with the Strawhats, and maybe even help each other from afar, but Luffy isn't going to care much about them.

Seawater/seastones are both auto-power cancellation, in that a user is paralyzed and cannot use any powers that have activations or uses. Buta person like Luffy has had his body permanently changed to be stretchy, and that holds true even when he's got the water screwing him over.

Nobody resists seastone, though. So far it's just an immutable rule; if you're a user, it fucks you up.

Two things:

1. The Straw Hat is just an ordinary hat. Yes, it has a colorful history, and was worn by powerful people, but it's still a hat, and it didn't make all those famous people set out to sea, build a crew, save the world etc. It was the ones who wore the hat, and sailed the seas, and gathered crews that made that happen. The hat just helped protect against sunburn.

2. Luffy will realize this after he loses the hat for good. Maybe it's set on fire, or gets crushed, or something else. Yes, it means he can't keep his promise anymore. Yes, it means Shanks will be angry.
And it's okay, because he made it to the end anyway. Shanks doesn't really worry about the hat, he worries about the one wearing it.

a. He'll claim that it does come from one (even making up a fake name for it) then take advantage of someone falsely thinking he'll be affected by seastone and water OR

There will be a moment far off in the future.

Kaidou's entire Pirate Army will be bearing down upon one small island, an epic war seems to be upon us. And they have one of the Strawhats leading the way.

Then from out of the sky, the Thousand Sunny will come down into the ocean, smack dab in the middle of the fleet. A fleeting moment of shock, and then all of the guns turn towards the ship. And then they emerge.

The team is all standing on the sides of the ship, a combination of determination, anger, and mild nervousness lines their faces, and they gaze at the ships surrounding them, the hundreds of crews drawing sword, shot and shield. Kaidou gives the call, OPEN FIRE! The cannons launch, the Strawhats jump, as the whole army bears down on this one little ship.

One Piece will be back in two months.

Just as Madame Shirley predicted, Luffy's gonna be part of the destruction that destroys Fishman Island. He's gonna trigger Shirahoshi's mad Sea King bringan skillz. This will be to a better end; the land they live on is filled with the hatred of humans. Fishman Island won't ever see the sunlight, but a new island free from that hatred will. He's gonna force a migration. And Hodi's hatred of humans will be destroyed with it; whether that includes him or not will be seen soon enough.
Also, Luffy's gonna maybe try to pull a Whitebeard and claim protection, which will introduce us to Big Mam...

(A personal speculation for Big Mam is that she's gonna be pretty big, but in a zaftig way, not a gonk way. Please, Oda~)

The treasure of One Piece, the loot on Raftel, isn't gold or treasure.

Luffy is following in Roger's footsteps in more ways then he thinks. The crew never really acquired any wealth, or at least never held onto it for long. It's why Buggy never tried to go back, and instead is always on the lookout for actual gold and loot. It's why none of his other crewmates ever seem to have inherited any monetary share. All those legends of him are really tall tales like any other pirate.

At Raftel is an old house, that he had built over there, for his family and friends. That's his treasure. A family. It's why Whitebeard can say he's seen it, his whole pirate armada was his big big family.

There's no surprise twist or riddle to it, it's just a house at the end of the ocean.

Yeah, I've been wondering about it a lot lately. It was talked about so much in this arc, but it wasn't until the latest chapter cover that I really wondered what Oda had up his sleeve with it. I'm wondering if the Strawhats are going to end up there for some reason: I don't think it's likely, but I could still see Luffy marching on up to the various world leaders (save Vivi and possible Dalton, since he seems to have taken over in Wapol's place) and calling them jerks for whatever reason or another.

The Strawhats AREN'T going to show up and it's simply going to set up some other plot points. I don't know why I always pictured Kid becoming a Warlord, but that seems unlikely. He wants to be Pirate King, right? I really don't know what role, if any, the Warlords will play in the New World, though. Since they seem to mainly stick to the fist half, and the New World seems to be more focused on the Emperors.

And yes, there is a flashback in Drum Island, but it's from Dalton's point of view when he first sees Vivi and remembers her. Wapol slapped her during Reverie and she bowed to him.
