In any case, it's really just a Western Culture kind of deal, especially for the US (this is the country that had the Trayvon Martin killing recently, after all.) It's kind of a question of all sorts of privilege/majority power dynamics and all kinds of stuff, not to mention that light skin was a sign of beauty in a whole ton of cultures (including Asian countries like Japan and China, dark skin means you work in the fields and stuff, so it's a sign of being lower class) so dangerous as fuck skin-lightening creams sell like hot-cakes all over the world (even in Africa.)
As for the Tibet-China comment, yeah, but Aang does have a Chinese connection thanks to his basis as a Shaolin Monk (who, oddly enough, were also victims of oppression from the rest of China.) Barring obvious fuck-ups in casting like Memoirs of a Geisha, Americans can usually suspend disbelief just a tad, in particular with something that's less historically confined like Avatar. Hell, my favorite Aang hopeful was a Filipino kid named Perris Aquino. Aside from his acting (which probablly would have been helped by the acting lessons given to Noah "Who Gives a Shit?" Ringer instead) I thought the kid was perfect. Perfect face, perfect attitude. He was a bit darker-skinned than Aang was, but fuck it. That shit is small potatoes. This kid could use a staff and perform Wushu like nobody else I'd seen in the tryouts. Even Sifu Kisu tracked the kid down after he watched his videos.
But of course...well, we know how it went.
