Yeah, I think it just depended on the keyframer. I thought her chest seemed most modest in The Boiling Rock and most large in the Beach, and that was her last appearance before the Boiling Rock, if I recall correctly.

Maybe it was just that her top wasn't all that snug that made it seem inconsistent.

Just a bit of wild speculation here, but considering Ty Lee's an acrobat who's fighting style requires a lot of flipping around. I would imagine that she probably has those puppies strapped down beneath that little half shirt of hers.

Which would also help to explain why they seem so much bigger in the beach episode, since she would have had to set them free before putting on a bikini top or that dress she wore to the party.
